SALT LAKE CITY, Utah – A bill aimed at refining DUI bond laws in Utah passed through a House committee on Tuesday.

The bill would change the bond process for drunk drivers who cause serious injury or kill someone.

The piece of legislation has been nicknamed “Sarah’s Bill” after 17-year-old Sarah Frei. She had to have her legs amputated after a drunk driver crossed the center line and hit a vehicle she and her three friends were in.

The crash happened July 30 in Cache County, and Frei is still recovering with one surgery left to go.

One of the hardest parts of the process, her father said, was that the man who hit the teens was out on bail within 24 hours.

So he set to work with his daughter to try and create change.

“Dads are there to provide and protect – to fix things,” said Sarah’s father, Greg Frei. “My job now changes quite a bit because I can’t change what happened, but I can only help – and our family help – her with her new path.”

“I love the support I’ve gotten,” Sarah Frei said. “They’ve all helped me stay so strong, and I definitely couldn’t do it without all the love that I have.”

Frei is committed to be an advocate and will be following the bill as it heads to a Senate committee before it can make its way to the full legislature for a vote.
